Each stage exists to earn the next one. Nothing further is proposed until the stage before it has produced something you can check: a read, a qualified conversation, a ranked report, a working slice. The fifth stage is not a finish line, because a workflow that is operated and measured is the thing that tells you which workflow is worth doing next.
